It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.
It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

There are certain areas in Argentina considered dangerous. UPS does not provide pick up or delivery service to these areas. For any import shipment addressed to an area considered dangerous we will offer the consignee the following two options:
There are special stipulations on the following commodities when shipping to Argentina. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.
Shipment with more than 10 kgs cannot be imported by door to door service. The consignee will be responsible for submitting a formal entry at customs through a customs broker or by himself. In order to clear printed material, the consignee must be registered at customs as an importer and process the Secretary of Industry Certificate.
In order to import these cards into Argentina, the ultimate consignee needs to present a Declaration Form provided by AFIP (Administracion Federal de Ingresos Publicos, the equivalent to IRS in the USA), which must be endorsed by BCRA (Banco Central de la Republica Argentina - Argentinas Central Bank).
With this form, the shipment, regardless of value, will undergo formal clearance. Without this form and declaration provided by the ultimate consignee, clearance of debit cards and pre-paid cards will not be possible.
For import and export shipments in Argentina the shipment needs a government agency certificate (ANMAT) or a letter signed by a doctor registered enrollment and a description of the types of biological substances. Ensure that goods in the shipment are under CATEGORY B ( UNO3373).
Without this documentation the shipment can be on hold and could suffer delays in a time in transit delivery.
Non document shipments cannot be imported door to door service. UPS will only deliver to the consignee the paperwork needed for clearance. Consignee must pick-up the paperwork from our UPS counter. The consignee will be responsible for submitting a formal entry at customs through a customs broker.
To avoid Customs delays, original invoices are required by law. Invoices on company letterhead are preferred. All other types of invoices may cause delays in Customs.

Shipments of documents do not require an invoice.
The consignee's telephone number must appear on the invoice for non-document shipments going to any destination other than Buenos Aires.
All shipments must have the consignee's tax ID number written in 2B of the waybill and on the invoice. Non-compliance will result in UPS warehouse holding the shipment until the number is received, and therefore result in delays.
A D7 will be opened requesting consignees TAX ID before delivery. The Tax ID number is:
UPS allows only paper in the Letter envelope.
The destination country or territory considers only paper items as document shipments.
In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Argentina.
Shampoo and deodorant are on the Cargo Mode Exclusive list. To clear customs properly, they require a Government Agency certificate ANMAT. The consignee must be registered at customs as an importer and release the items through a formal entry with a third party broker.
