Additional Import Documentation
An original Certificate of Origin and Commercial Invoice (Stamped by the Chamber of Commerce at country or territory of origin) is mandatory for all import shipments with multiple packages with a combined weight of 98 kg and higher.

Please be advised that Qatar Customs are not accepting electronically stamped Certificates of origin and therefore both the Certificate of Origin and the Commercial Invoice should be stamped using an official Rubber Ink Stamp only.

The only exception to this rule for the moment is that this requirement is not applicable for shipments consigned to private individuals (personal shipments only) and the U.S. Military in Qatar.

Failure to clear these shipments within 3 days (due to missing import documentation) would result in storage fees being billed to the importer by the local Aviation authority and Qatar Customs-please see Brokerage Services & Charges for more information.

UPS Origins are requested to inform shippers to split shipments weighing 98 kg and more into separate shipments with separate invoices of 90 kg and lower, if obtaining these documents is not possible for the shipper.

The Certificate of Origin should also be scanned into the Document Imaging System at the origin site.

Supreme Council of Infomation & Communication Technology approval - The approval is required from the importer for IT related & communication device commodities. UPS Brokerage can assist with the submission of requests to the relevant authority for this approval. Additional costs apply.

Ministry of Interior approval - The approval is required for Communication devices,cameras etc. UPS Brokerage can assist with the submission of requests to the relevant authority for this approval. Additional costs apply.

Ministry of Meteorology-approval for any new product. Every product imported for the first time into Qatar needs an approval from the Ministry of Meteorology.

Customs Duty Waiver approvals - Companies/Institutions who are exempt from duty payments have to provide a waiver letter addressed to Customs for each shipment exceeding the deminimis threshold.

Ministry of Education approvals - The approval is required for learning materials and books.

Ministry of Censorship - The approval is required for books,DVDs and CDs.

Ministry of Health approval - The approval is required for cosmetics,medicine and similar products.

Environment Protection Committee(EPC) approval - The approval is required for Chemical products in liquid and powder form.

Required documents for temporary import shipments

  • Valid Company Registration (CR) & Company import license clearly mentioning the types of importation allowed (e.g. Oil field activities).
  • Contractor's agreement to prove that material is imported to particular project (This should be a valid contract)
  • No objection letter from the project owner addressed to Customs
  • No objection letter from contactor addressed to Customs (if sub-contractor is involved).
  • Copy of the contract between the contractor and the project owner
  • Copy of contract between contractor and Sub-contractor ( If subcontractor is involved)
  • Letter in Arabic requesting customs dept for temporary import permission in Consignee's letter head along with the
  • Standard temporary importation request form provided by Customs Authority
  • Invoice with the serial numbers/ identification marks showing for each item
  • Clearance Authorization letter to UPS ASC from the Importer.
  • Draft Invoice from shipper
  • Draft Packing list from shipper
  • Letter to Qatar Chamber of commerce (as per standard format) If shipper needs to get the documents attested from Qatar Chamber on their letterhead, then they have to be registered with them.

Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Shipments must be accompanied by the UPS Waybill since Customs uses the waybill to verify the information on the invoice. Please be informed that this is only applicable to shipments which are being sent under UPS World Wide Expedited Service.

Additional Clearance Information
Special Approvals for Clearance - (Express courier mode)

Import Shipments into Qatar held by Customs requiring special Government approvals will require to be customs cleared within 72 hours after arrival(Fridays & Saturdays excluded). Exceeding the 72 hour threshold, storage fees of 2.50 QAR per kg per day for each shipment will be charged.

UPS will notify the consignee regarding the required approval on the same day of arrival & the consignee will need to return the approval to UPS to ensure the customs clearance and delivery. The storage charges will be invoiced to the consignee in addition to any other freight or customs charges.

The typical special approvals required are listed below and under Miscellaneous.

  • Customs RTS Rule - If any special approval cannot be submitted to Customs by the consignee to clear any shipment, Qatar Customs will request UPS to return the shipment to origin. Qatar Customs conduct periodic audits on held shipments uncleared for any reason over 90 days and may request the carriers to return the shipment to origin. Failure to do so could result in storage fees and penalties billed to the importer of the shipment. A list of shipments falling into the +90 days category will be provided to Customs who will sign and stamp the same, prior to re-export to origin. These shipments will be returned to origin direct from the Customs bond to the shipper address and account on the air waybill
  • Abandon Procedure for Customs Held Shipments - Currently Qatar Customs do not allow abandoning shipments held in their custody and would request RTS for such shipments. These shipments will be returned to origin direct from the Customs bond to the shipper address and account on the air waybill
  • RTS Process - A request letter for RTS is required both from the shipper and the consignee authorizing UPS Brokerage to return the shipment to origin on the shippers UPS Account Number. This process is applicable to shipments held in Customs below 90 days
  • Should the letters not be provided in a timely manner to Customs, it could result in storage fees and fines to the consignee/importer. The RTS Process usually takes 2-3 business days upon submission of the letters to Qatar Customs
  • All shipments consigned to the U.S. Military in Qatar should read U.S. Army or U.S. Military on the HAWB and export manifest. This is inclusive of AAFES and Al Udeid AB shipments
All Express and Freight Carriers have been notified by the Qatar General Directorate of Customs that they will be implementing a new Electronic Customs clearance system (Qatar Customs Clearance Single Window or QCCSW) system for Express Courier and Freight shipments, effective from June 1, 2012.

The QCCSW implementation date is subject to change depending on the readiness of other government authorities and regulatory institutions readiness and involvement.

All companies registered in the country or territory receiving Import Express Courier and Freight shipments are required to register with Qatar Customs for this QCCSW system at the earliest possible time in order to be prepared for the actual implementation date.

Below are the documents required for registration with QCCSW.

These documents should be submitted by an authorized officer of the company in person at the Qatar Customs Head office or electronically via the smart card system on the Qatar Customs E-Government Website: www.ecustoms.gov.qa

  • Commercial Registration of the Company
  • Computer Card/ Authorized signatories card of the Company
  • Qatar ID Copy of Authorized signatory on behalf of Company
  • Qatar ID copy of the Company's Administrative Supervisor as mentioned in the single window application
  • Trading License of the Company
Important: Once the above is completed, UPS needs to be authorized on the QCCSW system for clearance of import shipments. The UPS Agent Code is 1260.

Other Requirements - Personal Shipments consigned to individuals in Qatar:

  • For shipments consigned to individuals (personal shipments) please do not mention any company name on the address of the airwaybill/invoice
  • For shipments consigned to individuals (personal shipments) the consignees Qatar ID Number is required along with a copy provided at the time of clearance.

From the time Single Window Entry has been introduced, only the agency that prepared the manifest, is authorized by Qatar customs authorities to arrange the clearance of goods. Referring to this a Brokerage Hand over is restricted and the importer needs to obtain a special permission which is subject to customs approval.

For the following areas in Qatar, which are remote areas, consignees are requested to pick up their shipments from the UPS Office in Doha if urgently required. Delivery to the areas below are arranged twice a week.

Abu Samra, Al Dhakhira, Al Khor, Al Ruwais, Al Udeid, Al Udeid AB, Dukan, Dukhan, Shahania, Ummbab, Al Sheehaniya, Al Thakhira, Madinat Al Shamal and Umm Slal.

All other areas have door-to-door service.

Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax.

The calculation of duty is done on the assessable value (Cost, Insurance and freight) of a dutiable shipment and duty is levied as per the applicable customs tariff.

Express Courier mode shipments weighing more than 98 Kgs

Express Courier mode Shipments with a total gross weight of more than 98 Kgs will be subject to formal customs clearance as per normal air freight mode customs clearance procedures.

A clearance time of 48-72 hours would be applicable if the consignee authorizes UPS to clear the shipment on their behalf.

The consignee will incur additional clearance charges to pay the shipment delivery order fees and any official charges (to Qatar Aviation Services/Qatar Customs Authority) against the actual receipt, as well as customs clearance fees to the clearance broker of choice.

The formal clearance will require to be completed within 5 days of the shipment arrival date or the authority (Qatar Aviation Services) will charge a storage fee which will be levied per kg based on the weight of the shipment.

All shipments weighing more than 98 kgs would require the following mandatory documents accompanying the shipment:

  • Certificate of Origin - issued and stamped by the Chamber of Commerce at origin - Original
  • Shipment invoice and packing list on the shipper's company letterhead stamped by the Chamber of Commerce at origin - Original.

Credit card payments are accepted upon delivery for freight and import charges by this destination. Contact UPS or the UPS service partner in the destination country or territory to determine which credit cards are accepted.

Restrictions may apply for freight collect shipments from the origin country or territory. Contact UPS or the UPS service partner in the origin country or territory prior to shipping.

Shipments addressed to a P.O. Box are accepted as long as there is a company name or a consignee contact name and phone number (preferably a landline number) ,complete street address including apartment, suite or unit number are indicated on the waybill or address label.

When a commercial invoice is required, then the consignee's contact name and phone number must be on the invoice as well. Phone contact will be attempted or an arrival notification will be mailed to the consignee to contact the UPS office and provide a physical address for delivery.

No pre-clearance will be possible for personal non-document packages due to a copy of the consignees Qatar ID or Passport copy being required to be presented for the completion of the customs entry for the shipment. Delays may occur.

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing to a third party, the third party's name, country or territory and account number are required.
  • Duties and taxes can be billed to the shipper, receiver or a third party.
  • When billing a third party, the third party's name, country or territory and account number are required.
  • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
  • Please note the following third party billing exceptions:
    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges.
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Qatar. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Any advertising literature pertaining to cigarettes or alcohol is prohibited.
Shipments of communication equipment are subject to screening from the concerned Ministry prior to clearing customs. Delays will occur in clearing these shipments.
Shipments of computers and computer parts are subject to screening from the concerned Ministry prior to clearing Customs. Delays will occur in clearing these shipments.
Shipments of all audio and video discs are subject to censorship regulations upon importation into Qatar.
Shipments of medicine are subject to screening from the concerned Ministry prior to clearing Customs. Delays will occur in clearing these shipments.
Shipments of films (commercial/promotional/training) are subject to censorship regulations upon importation into Qatar.
Data shipments require an invoice with the value of the CD-ROM or disk only.
Shipments of medical equipment are subject to screening from the concerned Ministry prior to clearing Customs. Delays will occur in clearing these shipments.
Shipments of medicine are subject to screening from the concerned Ministry prior to clearing Customs. Delays will occur in clearing these shipments.
Architectural drawings/plans/blueprints are considered non-documents by Qatar Customs and are subject to customs duty and tax. The shipper must declare a realistic value on the invoice. Qatar Customs does not accept invoices that declare a low commodity value of "no commercial value." Undervalued amounts will be revalued by Qatar Customs, very often with high valuations and the shipment may be delayed.
Shipments of pamphlets of a non-political nature only will be accepted for import into Qatar.
If the shipment is meant for a private individual and the contents are for personal use, then please provide the name of the consignee and do not mention any company name or company address on the airwaybill or invoice or Customs may regard this a a business shipment and assess charges accordingly.

The private importer must provide his Qatar ID for clearance purposes.

Shipments of publications of a non-political nature only will be accepted for import into Qatar.
Imports or returned repair items of wireless or radio equipment require a license from the Ministry of Transport and Communications. The consignee must provide the document before Customs will clear these items.
Shipments of all tapes (audio, video, magnetic) are subject to censorship regulations upon importation into Qatar.
Shipments of tiles are subject to screening from the Concerned Ministry in Qatar prior to clearing Customs. Delays will occur in clearing these shipments.
Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.

Invoice Requirements
In order to comply with the new E-Customs clearance system, it is also recommended that the following information is made available on the original printed invoice for each non-document consignment destined for Qatar.

Mandatory Fields on Invoice for Qatar Customs E-Customs Clearance System:

  • Invoice Number
  • Items country or territory of manufacture (Made in country or territory)
  • Items HS code (Harmonized System code)
  • Detailed product description (identifying the nature and purpose of goods, general description such as samples, would be not acceptable)
  • Declared Value with the currency code used
  • Inco/International Commercial Terms
  • Importers full name and address
  • Importers Import Code /License Number
Companies must authorize Gulf Warehousing Company Qatar as their clearance agent on the Qatar Customs Single Window System. Failure to authorize would result in clearance/delivery delays.

Importers Qatar ID Card / Visa (11 Digit) Number (if importer is a private individual)

Private individuals must provide their Qatar ID Number to Gulf Warehousing Company prior to arrival of the shipment in Qatar OR the Qatar ID/Visa Number should be included by the shipper on the Commercial Invoice.

UPS Worldship invoices cannot be accepted for shipments with a weight of more than 99 kgs - please see also section Invoice (For Air freight mode) and any handwritten invoices will not be accepted by Qatar Customs.

If the shipment is meant for a private individual and the contents are for personal use, then please provide the name of the consignee and do not mention any company name or company address on the airwaybill or invoice or Customs may regard this as a business shipment and assess charges accordingly.

For all shipments weighing more than 98 kgs and accompanied by an original Invoice and Certificate of Origin, not legalized by the Qatar Embassy (only) these documents will have to be legalized by the Qatar Ministry of Foreign Affairs upon entry into Qatar. A Legalization Fee will be charged by the Ministry of Foreign Affairs based on the invoice value (CIF-value)-please see Brokerage Services & Charges for more information.

If the original Certificate of origin and Invoice attested by the Chamber of Commerce are missing for shipments with a total weight of more than 98kgs but the customer authorizes a clearance of the shipment with the respective photocopies, 1% of the CIF value or 500 QAR (whichever is higher per document) will be billed to the customer.


Any shipment imported into Qatar with a total weight of 98 kgs or more will be subject to formal customs clearance within the air freight mode customs clearance procedures.

The invoice and the packing list must show the company letterhead and must be stamped by the Chamber of Commerce at the Country or Territory /City of Origin. The Stamp from the Chamber of Commerce must be a Rubber Ink Stamp as Qatar Customs are not accepting Electronic Stamps. The original invoice must be provided to customs, copies are not accepted by customs. Each commodity must be listed with a separate invoice line showing the description, country or territory of origin, unit price, number of units and total line value.

In addition, a Certificate of Origin, originally stamped and signed by a Chamber of Commerce must be provided. The Stamp from the Chamber of Commerce must be a Rubber Ink Stamp as Qatar Customs are not accepting Electronic Stamps.Only non document shipments consigned to U.S.Military bases in Qatar (U.S. Airforce, U.S. Army ) do not require a Certificate of Origin.

If the commercial invoice and Certificate of Origin accompanying the shipment are not in original form these documents will have to be legalized by the Qatar Ministry of Foreign Affairs upon entry into Qatar. All non-document shipments to Qatar must include 1 original and 2 copies of an invoice.

The invoice should be itemized showing accurate values for each line item with the country or territory of origin of the goods clearly mentioned.

To avoid customs inspection delays it is recommended that companies must use invoices with their letterhead which also has the company rubber stamp on the invoice.

Non-document shipments consigned to individuals (personal shipments) and the U.S. Military bases in Qatar (U.S. Airforce, U.S. Army) still require an original invoice per the requirements above.

The consignee's telephone number, mobile number and email address(if possible), should always be on the invoice.

Invoices showing "zero value - no commercial value" are not accepted by customs. The shipper must list the actual market value of the goods.

It is strongly recommended not to prepare any 'proforma invoices' for imports into Qatar.

Items Classified as Documents

The destination country or territory considers the following items document shipments.

All document shipments over the weight of 5 kilos need to be accompanied with a commercial invoice.

If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

Validated airline tickets only
For shareholders or inter-company use only
Non-commercial brochures or for inter-company use only.
Document limit: up to 15 business cards

Tickets for events like stage performances, football matches or concerts can be sent as documents up to a limit of 5 kgs per shipment.

Event tickets coming from a printing company and send to the organizer of the event or ticket sales offices can not be sent as documents.

Personalized greeting cards and invitations are considered as documents.

Greeting cards and invitations that are not personalized require an invoice.

The number must be proportional to the purpose.
Negatives, slides and printing films sent to press or publishing agencies are considered as documents. Non-documents, which require an invoice, are shipments where the value includes press or editorial charges.
Documents are intercompany shipments for intercompany use with no commercial value.

Non-documents are shipments from a publisher or printing company.

Non-commercial purpose only.
Personalized stationery with no commercial value. The quantity must be proportional to the use.
Must be personalized to be considered documents.

Prohibited or Restricted Commodities

In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Qatar.

In additional to general restrictions, Biological Substances (UN3373) with/without Dry Ice (UN1845) are allowed on Qatar Airways flights (in courier mode).
Electronic Cigarettes cannot be imported into Qatar-Prohibited.
Goods originating in Israel are prohibited.
Due to ongoing problems and strict requirements for the uplift of LiBa (Lithium Batteries) and EQ (Excepted Quantities) shipments on Qatar Airways and no other feasible option to move LiBa and EQ volume, this service is suspended until further notice.

Shipments to DOH containing LiBa or EQ will be returned to shipper.

Tobacco and Tobacco Products are prohibited to being imported into Qatar.

Special Clearance Requirements
Government department shipments must include a contact name.
Any shipments consigned to U.S. Military or Qatar Military requires a special duty waiver letter from the consignee upon arrival.

All shipments consigned to the US Military in Qatar should read US Army or US Military on the HAWB and export manifest. This is inclusive of AAFES and Al Udeid AB shipments.

Please note the following procedure is to be followed for processing the repair and return of shipments from Qatar.

Shipment picked up from the customer along with the documents below:

  • UPS Export Airway Bill (Return Services Label), Shipment Invoice (Value, Item Description, Serial Numbers engraved on the products,Request Letter to customs in Arabic on company letter head,Photograph of the contents with a clear display of the serial numbers and Certificate of Origin & Attested invoice by the Qatar Chamber of Commerce.
  • Customs inspect the shipment contents and with the support of above documents an Export Bayan is prepared.
  • Approval is obtained from customs to export the shipment on Repair & Return Mode.
  • Shipment exported and documents retained at UPS to be used upon return of the shipment.
  • Upon return (Return Services Label) an Import Bayan prepared and connected to the Export Bayan.
  • The shipment is inspected and released on Repair & Return Mode. Duty may be levied on the repair value of the shipment.
  • Delivery upon release.

New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
Within the customs procedure of temporary importation, goods designated to be imported for a limited stretch of time and remaining in the same state can be cleared without duty and VAT. The imported goods are often intended for exhibition purposes, testing purposes or presenting to potential customers. The goods remain under customs control until the re-export.

Temporary Import mode shipments into Qatar cannot be shipped without prior permission from the Qatar Customs Directorate. This permission must be obtained by the consignee and provided to the UPS ASC prior to the arrival of the shipment in Qatar.

The normal duration for temporary import is minimum six months and can be extended up to 3 years depending on the project requirement. Exhibition or event cargo is generally only accepted for maximum one month.

Temporary imports are subject to a 'cashiers check deposit' of the duty amount (and legalization charge if not carried out prior to export) which is refundable upon proof of re-export within approved timeframe. In case of an exhibition or event cargo the exhibitor must arrange to provide a local bond or cash deposit to customs through his own bank's local partner or through his local sales agent's office and own local bank.

All goods imported under this clause must have a permanent and clear identification mark for easy identification at time of import and export. Same details must be mentioned in the shipping documents (i.e. invoice and packing list). If there is any discrepancy between the goods inspected by customs at import and the goods inspected by customs for export the refund will not be made. Descriptions as per one bundle of cables are not permitted. Each part must be clearly identifiable by serial number or part number if possible.

The permission for temporary import can not be taken for granted even if the customer fulfills all requirements. At the very end it is up to the Director of Customs to decide the timeframe. Failing to extend the validity of the temporary import in case the shipment will be staying more then valid period QAR 1000.00 will be the applicable penalty per every week. If the penalty exceeded the invoice value, 20% of the invoice value will be charged as additional fine at the time of export or permanently clearing the shipment for import.

The UPS ASC in Qatar does not outlay money or finance customer bonds to customs.

For a smooth re-exportation UPS requires to be informed in advance. All necessary documents pertaining to the import should be submitted at least 1 week prior to export. The serial numbers have to be clearly visible for inspection. Packing should be done accordingly to have an easy access for customs inspection. A change in serial numbers, incorrect documentation or not visible serial numbers as mentioned in the Import manifest will result in sending the shipment as a normal export and customs shall not refund the deposit amount placed at the time of Import.

In case the importer decides to re-export the shipment by appointing a carrier other than UPS-GAC the importer will be liable for any mistake or customs fines charged for incompletion of the re-export. .Its advised by Qatar Customs to deal with one carrier and broker for temporary import and re-export to avoid errors and fines.

Note: If the period of a temporary import needs to be extended upon customer request, a separate online request has to be filed with customs and the charges for granting this permission are 500 QAR.

USDA has the right to inspect any transit shipment and additional permits or certifications may be required.

Private Shipments

  • 0.00 US Dollar (USD)
    • 2999.00 Qatari Riyals or its equivalent in USD. A customs declaration fee will be applicable in any event.

      Receiver must provide a valid copy of ID (National or Passport) which matches the shipment waybill & invoice in order for UPS to clear as a private shipment.

      Customs may still assess Duties and Legalization at their discretion.


    Commercial Shipments

  • 0.00 US Dollar (USD)
    • No Deminimis value for commercial shipments.

      For all commercial shipments, 5% of the CIF value will apply as duty depending on the harmonized code of the goods. Customs declaration fee amounting to 150.00 QAR is applicable for all Bill of Entry or BAYAN's filed in customs.

      Receiver must be registered in the Qatar Customs system and have a valid Import License Code number in which the importer name matches the shipment waybill & invoice in order for UPS to clear the shipment.
