Import Restrictions

Senders should determine import restrictions from the country's authorities before posting:

• animals and animal products
• dairy produce, birds eggs can be admitted following inspection by a medical officer
• discs of cultural, agricultural or medical nature if imported for governmental or national institutions
• films
• foodstuffs, prepared
• fungal organisms (vegetable or animal)
• fish, crustaceans and mollusks can be admitted following inspection by a medical officer
• films other than cultural, graphic, industrial or medical films
• live trees and plants can be admitted following submission to the Directorate of Agriculture
• meat other than pork, and horse meat on the condition it came from animals slaughtered in accordance with Islamic rituals
• pharmaceutical products
• vegetables
• tobacco and manufactured tobacco substitutes can be admitted following Ministry of Finance’s authorization for trading
• weapons.

Medicines and medicinal products of any kind must be accompanied by a medical prescription from a competent medical authority.

Live plants and trees, edible vegetables and roots, fruits and nuts, coffee, tea, mate, spices, cereals, products of the milling industry, oil seeds and vegetable saps and extracts can be admitted following submission to the Directorate of Agriculture.

Food inspections must be done for the following items in order to be admitted conditionally: preparations of meat, sugar and sugar confectionery, cocoa and cocoa preparations, preparations of cereals, flour, starches, vegetables, fruits, nuts and plants.

Gifts

Shipments declared to be gift shipments with a value of less than $100.00 (USD) are acceptable and will not be assessed duty. The item(s) should be consistent with something that would be construed by Saudi Customs as a gift.

Prohibited Items

In addition to items considered non-mailable matter, the following are prohibited:

• alcohol beverages and distilling equipment
• animal blood products
• any item contrary to the Royal Family, Saudi Arabian or Muslim beliefs or morality
• any items which depict or display the female anatomy (other than for strict medical purposes)
• coins, precious metals, gemstones
• cinematographic equipment and films
• currency notes and coins
• christmas trees
• counterfeit products
• dogs
• goods either shipped from or manufactured in Israel are completely banned
• hazardous or chemical materials
• items of human concealment such as: wigs, masks, artificial pearls, etc
• items of religion
• items offensive to muslim culture
• live or dead animals and insects
• all narcotics
• pork and derivative products.
• Powders, explosives, pyrotechnic products and radioactive substances
• Phonography and discs relating thereto and other musical instruments
• musical greeting cards
• stuffed animals and pokemon toys
• spirits and intoxicating beverages
• watches which have cameras attached to them.

Documentation Required

For Postal Parcels and EMS, certificates of origin and receipts specifying the value of goods must be enclosed with the package. In addition, medicines are admitted to Saudi Arabia only if accompanied by a medical prescription issued by a competent official authority.

Document Requirements

Every shipment to Saudi Arabia carried via Federal Express International Priority Service regardless of value or commodity requires an airway bill and a commercial invoice. Additionally, shipments with a value of $13,000 (USD) or more require a Certificate of Origin legalized by the Saudi Arabia Royal Embassy. Additional documents or permits may be required based on the type of commodity. It is port practice for shipments clearing in the city of Jeddah to require a Certificate of Origin for all commercial shipments. Shipments with a value over $2600.00 (USD) are considered commercial shipments.

General Requirements of Imports for Commercial items:

Importers shall have commercial registration, where the importer’s activities matches the type of goods being imported.

The original invoice must be attested by the agency responsible for trade in the exporting country.

A certificate is required from the exporting country stating that the consignment is in conformity with the approved Saudi or international specifications.

The original certificate of origin is required and is to be legalized by the Chamber of Commerce in the exporting country.

The country of origin label must be affixed on the commodity, and must be irremovable.

Items relating to foodstuffs should be clearly labeled in Arabic in accordance with the Saudi or GCC specifications.

Medical items and devices must be registered at the Ministry of Health.
